Sharia'a Board
The Sharia’a Supervisory Board is responsible for ensuring that BLME’s activities are in compliance with Islamic Sharia’a laws. It comprises four prominent Sharia’a scholars appointed by the Board of Directors and approved by BLME. The Sharia’a Supervisory Board has been entrusted with the duty of providing advice and reviewing all forms of contracts and agreements relating to BLME’s transactions to ensure that BLME’s activities are at all times consistent with the principles of Islamic jurisprudence.
The members of the Board are:
Sheikh Dr. Abdulaziz Al-Qassar (Chairman)
Professor. Al-Qassar holds a PhD in Comparative Jurisprudence 1997, Shari’a College, Al-Azhar University, Cairo.
He was assistant Dean in the Faculty of Shari’a – Kuwait University from 2003 until 2006 and he is currently the lecturer Professor of Contemporary financial transactions – Faculty of Shari’a. He is a member of various Shari’a Advisory Committees in the Middle East and was in charge of the conversion of Kuwait Real Estate Bank (KREB) to an Islamic banking institution.
Sheikh Dr. Esam Khalaf Al-Enazi
Dr. Al-Enazi holds a master Degree – Kuwait University – Faculty of Higher Studies – Fiqih Programme and a PhD in Fiqh from the Jordanian University. Currently Dr Al-Enazi is the Shari’a Control Unit Manager in the Investment Dar Company and a lecturer at Kuwait University, Faculty of Shari’ah and Islamic Studies.
Sheikh Dr. Mohammed Daud Bakar
Dr. Bakar is currently the President/CEO of International Institute of Islamic Finance. He was the Deputy Rector (Student Affairs and Development) and an Associate Professor at the International Islamic University, Malaysia. He received his first degree in Sharia’a from the University of Kuwait (1988) and a PhD from the University of St. Andrews, United Kingdom (1993). In 2002 he completed his external Bachelor of Jurisprudence at the University of Malaya. He has published more than 30 articles in various academic journals and presented more than 180 papers at various conferences, both local and overseas. He is now Chairman of the Sharia’a Advisory Council at the Central Bank of Malaysia, a member of the Sharia’a Advisory Council at the Securities Commission of Malaysia and a member of the Accounting and Auditing Organisation for Islamic Financial Institutions (AAOIFI). In addition to these he holds a number of posts with various financial institutions worldwide.
Sheikh Dr. Mohammad Imran Usmani
Dr. Usmani is the son of the world-renowned Islamic Scholar, Justice Rtd. Muhammad Taqi Usmani. He holds LLB., M. Phil and a PhD in Islamic Finance. He also holds an Alimiyyah and a Takhassus (specialisation in Islamic jurisprudence) from Jamia Darul Uloom, Karachi, where he is a faculty member and teacher. He is the author of a number of books on Islamic Sharia’a, including Meezanbank’s Guide to Islamic Banking. He serves as an advisor or Sharia’a Supervisory Board member for a number of banks and other financial institutions worldwide.
